The Improvements Review Team at Princess Alexandra Hospital in Harlow has developed a TOOLKIT designed to facilitate and streamline Service Transformation and maximise cost efficiency in NHS Trusts.

The Improvements Review TOOLKIT is an accredited management system which has proven to deliver in-year service improvements and cost savings in an acute Trust. The TOOLKIT contains a documented (BSI registered - ISO 9001-2000) framework for all organisational needs (and work instructions on how to apply the system).

This TOOLKIT identifies continual performance improvements, often from ideas that were lying dormant, including time; cost and service benefits. These are then analysed; coordinated and delivered using a fast; structured; documented and audited approach.

The PAH Improvement Review Team have been in place for some 18 months now, and have in that time achieved savings in excess of £1 million for their Trust with a current yield of around £250.000 achieved savings per quarter.

The current focus of the TOOLKIT is primarily efficiency savings and capacity. Some 150 business cases have been developed and executed and would be available to potential partners. In addition to cost savings, the system has the potential to accommodate clinical performance and governance issues and this is currently being developed.

HEE have worked closely with the Harlow team in adapting the IMPROVEMENTS REVIEW TOOLKIT for universal use and establishing a method making this system available to other Trusts. We are currently seeking further Trust partners with whom to develop this delivery model.
